Latest coronavirus infection data raises serious questions about England's tier system – with infection rates in some areas three times higher than those facing strictest rules.

Leaders in areas forced into the most restrictive Tier 3 have hit out at the government, while some towns and cities with much higher infection rates have been spared.

Havering, in East London, is in Tier 2 despite having an infection rate of 337.5 per 100,000 – more than three times higher than Lancaster, which is in Tier 3.

Of England's 315 local authority areas, 118 will go into Tier 3 when the national lockdown ends on Wednesday – meaning pubs and restaurants must stay closed and people face the strictest rules on meeting people they don't live with.

Havering, which is the country's 27th worst affected area according to latest Public Health England data, is one of three places with a rate of more than 300 per 100,000 which were spared Tier 3.

The other two are Redbridge, with 306.3, and Luton, with 304.6.

By comparison Lancaster has a rate of 102.0 – the lowest figure among local authorities facing Tier 3 restrictions.

There has also been anger in Stratford-upon-Avon, which has been placed in Tier 3 despite being the 255th-placed area in the country, with an infection rate of 105.3.

And Ashridge, in Kent, will go into Tier 3 despite its rate of 126.1 being swamped by areas facing less strict rules.

Scarborough, Basildon, Barking and Dagenham, Telford and Wrekin, Redditch, Carlisle, Selby, Wyre Forest, Bexley and Northampton all have higher infection rates than Tier 3 Sheffield, the figure show.

Addressing the public last night, Boris Johnson said people in each tier would have the chance to move down, saying: "Your tier is not your destiny."

The government has said that a number of factors determine which tier an area goes into – not just infection rate.
